What gets in
A card runs if the words are verbatim, the date is known, and the source is primary or one step from it. That means signed executive orders, court opinions and filings, an official's own post or on-camera remarks, and press releases from the agency that took the action. When I cannot find the exact wording, the card does not go up.
What stays off is anything that would need me to characterize it for you. Paraphrased quotes, anonymously sourced reporting, and descriptions of what somebody supposedly meant all fail that test, so there is no commentary between the cards.

Where the case is
Mail voting is legal in every state today. Both of the court orders that had been blocking the president’s mail ballot restrictions came off in late August, and a different one took their place on August 27: the Postal Service cannot enforce the rule it wrote to carry those restrictions out for any election held on or before November 3, so no state can be forced to comply with it. That order lasts fourteen days and runs out about September 10, and a hearing on extending it through November is set for September 3. The paragraph under this has the case numbers and the links.
On August 24, 2026 the Supreme Court granted the government’s stay application in Trump v. California, No. 26A124, unsigned and over three dissents, and stayed the June 25 injunction covering the 23 plaintiff states and the District of Columbia pending the appeal in the First Circuit; the companion application in Alabama v. California, No. 26A139, was denied as moot. The ruling turned on timing: the majority held the states had sued before any final rule existed to injure them, and wrote that its decision “does not mean that any measure taken by the Government to implement the Order will necessarily be lawful. On that score, time will tell.” Justice Sotomayor, joined by Justice Kagan, and Justice Jackson separately, dissented. On August 26 Judge Indira Talwani, who had issued both injunctions, lifted the August 11 injunction in League of Women Voters of Massachusetts v. Trump as well, and the Postal Service rule, which took effect August 21 and was published in the Federal Register on August 26, briefly had nothing standing against it. States and voting rights groups sued over the finished rule the next day, in State of California v. United States Postal Service, No. 1:26-cv-13917 (D. Mass.), and on August 27 the same judge entered a fourteen-day temporary restraining order barring the Postal Service from enforcing the mandatory parts of the rule for any election occurring before or on November 3, 2026; a state may still submit ballot designs or voter data to the Postal Service if it wants to, and none can be made to. The Justice Department filed its appeal on August 28, the judge refused to pause her order pending that appeal on August 31, and the government asked the First Circuit, the federal appeals court in Boston, to pause it the same day. As of September 2 that court has not ruled and nothing further has been filed at the Supreme Court. A hearing on a preliminary injunction that would carry the block through November is set for September 3 in Boston, in Nos. 1:26-cv-11549 and 1:26-cv-13917 (D. Mass.). Separately, on June 29 the Supreme Court decided Watson v. Republican National Committee and upheld, 5 to 4, state laws that count mail ballots postmarked by Election Day, which is a different fight from the executive order and is not affected by any of this.

SaidDonald Trump, Republican nominee for PresidentCampaign speech, Turning Point Action "The Believers' Summit," West Palm Beach, Florida
Campaigning at a Christian conservative summit in Florida, three months before the 2024 election:
I love you Christians and I'm a Christian. I love you, you got to get out and vote. In four years, you don't have to vote again. We'll have it fixed so good, you're not going to have to vote.
SaidDonald Trump, President-electRemarks at a victory rally in Washington, D.C.
The day before his inauguration, thanking Elon Musk for campaigning in Pennsylvania:
And he knows those computers better than anybody, all those computers, those vote counting computers. And we ended up winning Pennsylvania like, in a landslide, so it was pretty good, it was pretty good. So, thank you to Elon.
Two months into the term, the first of two executive orders on how elections are run:
Signed Executive Order 14248, "Preserving and Protecting the Integrity of American Elections," which directs the Attorney General to take action against states that include absentee or mail-in ballots received after Election Day in their final tabulation, and directs the Election Assistance Commission to condition federal election funding on states adopting an Election Day ballot receipt deadline for all methods of voting.
SaidDonald Trump, PresidentSigned presidential memorandum, "Addressing Risks from Chris Krebs and Government Censorship"
In the memorandum revoking the security clearance of the federal cybersecurity chief who called 2020 secure:
Krebs, through CISA, falsely and baselessly denied that the 2020 election was rigged and stolen, including by inappropriately and categorically dismissing widespread election malfeasance and serious vulnerabilities with voting machines.
SaidTulsi Gabbard, Director of National IntelligenceCabinet meeting with President Trump, the White House
Telling the president's Cabinet that her office was investigating election integrity:
We have evidence of how these electronic voting systems have been vulnerable to hackers for a very long time and vulnerable to exploitation to manipulate the results of the votes being cast…
SaidDonald Trump, PresidentFox News interview with Sean Hannity, Joint Base Elmendorf-Richardson, Alaska
On Fox News hours after meeting Vladimir Putin in Alaska, repeating what he says Putin told him:
You know Vladimir Putin said something one of the most interesting things. He said, "Your election was rigged because you have mail in voting." He said, "Mail-in voting, every election." He said, "No country has mail-in voting. It's impossible to have mail-in voting and have honest elections."
From the post announcing he would sign an executive order to end mail voting before the 2026 midterms:
I am going to lead a movement to get rid of MAIL-IN BALLOTS, and also, while we're at it, Highly "Inaccurate," Very Expensive, and Seriously Controversial VOTING MACHINES, which cost Ten Times more than accurate and sophisticated Watermark Paper, which is faster, and leaves NO DOUBT, at the end of the evening, as to who WON, and who LOST, the Election. We are now the only Country in the World that uses Mail-In Voting. All others gave it up because of the MASSIVE VOTER FRAUD ENCOUNTERED. WE WILL BEGIN THIS EFFORT, WHICH WILL BE STRONGLY OPPOSED BY THE DEMOCRATS BECAUSE THEY CHEAT AT LEVELS NEVER SEEN BEFORE, by signing an EXECUTIVE ORDER to help bring HONESTY to the 2026 Midterm Elections. Remember, the States are merely an "agent" for the Federal Government in counting and tabulating the votes. They must do what the Federal Government, as represented by the President of the United States, tells them, FOR THE GOOD OF OUR COUNTRY, to do. With their HORRIBLE Radical Left policies, like Open Borders, Men Playing in Women's Sports, Transgender and "WOKE" for everyone, and so much more, Democrats are virtually Unelectable without using this completely disproven Mail-In SCAM. ELECTIONS CAN NEVER BE HONEST WITH MAIL IN BALLOTS/VOTING, and everybody, IN PARTICULAR THE DEMOCRATS, KNOWS THIS. I, AND THE REPUBLICAN PARTY, WILL FIGHT LIKE HELL TO BRING HONESTY AND INTEGRITY BACK TO OUR ELECTIONS. THE MAIL-IN BALLOT HOAX, USING VOTING MACHINES THAT ARE A COMPLETE AND TOTAL DISASTER, MUST END, NOW!!! REMEMBER, WITHOUT FAIR AND HONEST ELECTIONS, AND STRONG AND POWERFUL BORDERS, YOU DON'T HAVE EVEN A SEMBLANCE OF A COUNTRY. THANK YOU FOR YOUR ATTENTION TO THIS MATTER!!! DONALD J. TRUMP, PRESIDENT OF THE UNITED STATES OF AMERICA
SaidDonald Trump, PresidentOval Office remarks alongside Ukrainian President Volodymyr Zelensky
Later in that same exchange, on why he wants Republicans to end mail voting:
Now we got to stop mail in voting and the Republicans have to lead the charge. The Democrats want it because they have horrible policy. If you have mail in voting, you're not going to have many Democrats get elected. That's bigger than anything having to do with redistricting, believe me, and the Republicans have to get smart.
In a post about the 2020 election, naming what he wants changed before the midterms:
What's worse, the NBA Players cheating at cards, and probably much else, or the Democrats cheating on Elections. The 2020 Presidential Election, being Rigged and Stolen, is a far bigger SCANDAL. Look what happened to our Country when a Crooked Moron became our "President!" We now know everything. I hope the DOJ pursues this with as much "gusto" as befitting the biggest SCANDAL in American history! If not, it will happen again, including the upcoming Midterms. No mail-in or "Early" Voting, Yes to Voter ID! Watch how totally dishonest the California Prop Vote is! Millions of Ballots being "shipped." GET SMART REPUBLICANS, BEFORE IT IS TOO LATE!!!
Posted while California was voting on Proposition 50, a redistricting measure he opposed:
The Unconstitutional Redistricting Vote in California is a GIANT SCAM in that the entire process, in particular the Voting itself, is RIGGED. All "Mail-In" Ballots, where the Republicans in that State are "Shut Out," is under very serious legal and criminal review. STAY TUNED!
SaidKaroline Leavitt, White House Press SecretaryWhite House press briefing
At the White House briefing that same afternoon:
The White House is working on an executive order to strengthen our elections in this country and to ensure that there cannot be blatant fraud, as we've seen in California with their universal mail-in voting system.
Thirty days after posting that there should be no early voting, urging Tennessee voters to vote early in a special election:
I am asking all America First Patriots in Tennessee's 7th Congressional District, who haven't voted yet, to please GET OUT AND VOTE for MAGA Warrior Matt Van Epps, tomorrow, November 26th, the last day to vote early in person. You can win this Election for Matt! PLEASE VOTE FOR MATT VAN EPPS, who has my Complete and Total Endorsement. Polls close at 12 P.M. NOON in most of TN-07, and every vote counts. IF YOU ARE IN LINE BY 12 P.M., STAY IN LINE, AND THEY MUST LET YOU VOTE! TN-07: Early Voting ends November 26th, and Election Day is December 2nd. GET OUT AND VOTE FOR MATT VAN EPPS — HE WILL NEVER LET YOU DOWN!

ActionOffice of the Director of National Intelligence, Federal intelligence agencyAgency confirmation to Reuters
ODNI is the office that oversees the CIA and the other intelligence agencies. Elections are not normally its work:
ODNI confirmed that it had obtained an unspecified number of Puerto Rico's voting machines, along with copies of data from those machines, and tested them; the office said the probe found security and deployment practices it called a risk to U.S. elections, and reporting found it produced no clear evidence of the foreign interference it was said to be examining.
SaidHeather Honey, Deputy Assistant Secretary of Homeland Security for Election IntegrityVirtual meeting with state election officials
Answering California's secretary of state on a call with state election officials, three weeks after the White House said it could not rule it out:
Any suggestion that ICE is going to be present at polling places is simply disinformation. There will be no ICE presence at polling locations for this election.
SaidPamela Bondi, Attorney GeneralJustice Department press release
The Attorney General, the day her department sued five more states for their voter rolls:
Accurate, well-maintained voter rolls are a requisite for the election integrity that the American people deserve. This latest series of litigation underscores that This Department of Justice is fulfilling its duty to ensure transparency, voter roll maintenance, and secure elections across the country.
SaidHarmeet K. Dhillon, Assistant Attorney General, Civil Rights DivisionJustice Department press release
Announcing Justice Department lawsuits against five more states that had not turned over their voter rolls:
The Justice Department will continue to fulfill its oversight role dutifully, neutrally, and transparently wherever Americans vote in federal elections. Many state election officials, however, are choosing to fight us in court rather than show their work. We will not be deterred, regardless of party affiliation, from carrying out critical election integrity legal duties.
SaidTulsi Gabbard, Director of National IntelligenceSenate Select Committee on Intelligence, worldwide threats hearing
Asked by Sen. Jon Ossoff when the President requested her presence at the Fulton County search, she answered "The day of the raid." Asked whether he telephoned her:
I'm not going to disclose how the message was delivered, but it was a request from the President and his administration to go and help oversee this warrant being executed, along with the Deputy Director of the FBI, and to thank the FBI agents who were conducting this raid.
ActionDonald Trump, PresidentSigned executive order
The second elections order, seven months before the midterms. This is the one the court blocked:
Trump signed Executive Order 14399, "Ensuring Citizenship Verification and Integrity in Federal Elections," directing the U.S. Postal Service to deliver mail ballots only to voters on state-provided lists and to create unique ballot-envelope identifiers, and directing the Department of Homeland Security to compile state-by-state lists of adult citizens from federal databases.
ActionU.S. Department of Justice, Federal agencyJustice Department demand letter
Seventeen months after the 2024 election, to the Michigan county that contains Detroit:
In a letter signed by Assistant Attorney General Harmeet Dhillon, the Justice Department demanded that Wayne County, Michigan, produce all ballots, receipts and envelopes from the 2024 general election within 14 days, warning that it could seek a court order if the county did not comply; the county replied that it does not hold those ballots, which are kept by its 43 local jurisdictions.
SaidTodd Blanche, Acting Attorney GeneralTestimony to a Senate Appropriations subcommittee
Asked by Senator Gary Peters about the March executive order directing the Justice Department to work with Homeland Security and the Postal Service:
It's working with other agencies within the administration to implement the goals, which I think are appropriate goals, to make sure that we have free and fair elections, to make sure that those are implemented, whether it's the DOJ that needs to implement them or some other federal agency.
RulingU.S. District Court for the District of Massachusetts, Federal district court (Judge Indira Talwani)Memorandum and order, State of California v. Trump, No. 1:26-cv-11581 (D. Mass.)
Twenty-three states and the District of Columbia sued over the March order. A federal judge in Boston ruled:
The court granted summary judgment to 23 states and the District of Columbia, declared Sections 2 and 3 of Executive Order 14399 "legally void as they are ultra vires and unconstitutionally violate the separation of powers," and permanently enjoined federal agencies, other than the President, from implementing or giving effect to those sections in the plaintiff states for the November 3, 2026 election or any earlier federal election.
SaidStephen Miller, White House Deputy Chief of Staff for PolicyFox News, The Ingraham Angle
On the Supreme Court decision that day upholding state laws that count mail ballots postmarked by Election Day:
Justice Roberts and Justice Barrett decided to cave to the radical left. It's Election Day, not election week, not election month, not election months.
ActionU.S. Department of Justice, Federal agencyJustice Department announcement
Federal election monitors are normally sent to watch for civil rights violations at the polls:
The Justice Department's Civil Rights Division announced it would send election monitors to 15 jurisdictions in Arizona, Michigan, Massachusetts, Minnesota, New Hampshire and Virginia during the 2026 primary season, with plans to expand for the general election; a group of senators later wrote that monitors were being deployed disproportionately to states with Democratic governors or Democratic chief election officials.
SaidDonald Trump, PresidentPrimetime address to the nation, East Room of the White House
In a primetime address releasing documents he said proved interference in the 2020 election:
Raw intelligence obtained by the FBI in 2020 yet buried by rogue bureaucrats stated that China's activities even included an attempt to manufacture illegal ballots for Joe Biden.
SaidDonald Trump, PresidentPrimetime address to the nation, East Room of the White House
In the same address, describing what the SAVE America Act would do:
And hopefully there will be no corrupt mail-in ballots, which, if you watched California and so many other places, mail-in ballots are inherently corrupt. So you would have no mail-in ballots except for illness, disability, military deployment, or travel.
ActionOffice of the Solicitor General, U.S. Department of JusticeApplication for a stay, Supreme Court of the United States (No. 26A124)
After losing in the district court in June, the administration went over that court's head:
The Solicitor General asked the Supreme Court to stay the district court's injunction and to grant an immediate administrative stay, arguing the challenge was premature and that there was not enough time to obtain ordinary appellate relief before the November election; twelve states led by Alabama filed a parallel application two days later.
SaidD. John Sauer, Solicitor General of the United StatesApplication for a stay, Supreme Court of the United States (No. 26A124)
From the filing asking the Supreme Court to lift the block on the mail voting executive order:
The injunction is particularly remarkable because the Order merely sets forth general policy guidance, leaving substantial discretion to agencies about how to implement the Order while admonishing them that they may do so only consistent with applicable law.
SaidDonald Trump, PresidentReal America's Voice interview with Wayne Allyn Root
The host had just told him he could declare a national security emergency over elections and impose photo ID, proof of citizenship and mail-ballot limits without the Senate. Asked whether he would:
Let me just say that stranger things have happened, okay? I'll leave it at that.
RulingU.S. District Court for the District of Massachusetts, Federal district court (Judge Indira Talwani)Memorandum and order, League of Women Voters of Massachusetts v. Trump, No. 1:26-cv-11549 (D. Mass.)
A second suit, brought by the League of Women Voters. The same judge ruled:
The court preliminarily enjoined the U.S. Postal Service and its governors from implementing, giving effect to, or enforcing Section 3 of Executive Order 14399 for the November 3, 2026 election or any earlier federal election, including refusing to transmit mail-in or absentee ballots; the injunction runs nationwide on behalf of the plaintiff organizations' members.
Posted the night records showed he had returned a mail ballot in Florida's primary:
Earlier this month, India's Chief Election Commissioner, Gyanesh Kumar, asked our Administration — How can you have Elections in the U.S. without a valid Photo ID? India's last Election had 646,000,000 Voters! Less than 1% voted by mail, and every single Voter had to have a VALID Photo Identity Document. We need to pass THE SAVE AMERICA ACT, now!

The running count of the department's effort to obtain state voter files:
The Justice Department's Civil Rights Division has filed 31 lawsuits seeking states' unredacted voter data; judges have blocked the requests in 23 of those cases and the department has not won any of them.
ActionUnited States Postal Service, Independent establishment of the executive branchFinal rule posted for Federal Register publication
Ten days after a federal court blocked the Postal Service from restricting mail ballots nationwide:
The Postal Service posted the text of its final rule implementing the president's March executive order on federal elections. It would require states to hand voter data to the Department of Homeland Security and other agencies and to adopt new ballot-envelope standards before USPS delivers their mail ballots; states that do not comply would have their ballots refused. The rule acknowledges that injunctions issued by a federal court in Massachusetts currently bar it from taking effect, and states that the Postal Service is ready to implement it immediately if those injunctions are lifted.
ActionSupreme Court of the United States, Per curiam, 6 to 3Per curiam opinion, Trump v. California, No. 26A124 (Aug. 24, 2026)
Lifting one of the two court orders that had blocked the president's mail ballot rules, without deciding whether they are legal:
The Court's disposition of this application does not mean that any measure taken by the Government to implement the Order will necessarily be lawful. On that score, time will tell. But the Order itself does not harm the States, so the District Court lacked jurisdiction to bar the Government from trying to implement it.
RulingU.S. District Court for the District of Massachusetts, Federal district court (Judge Indira Talwani)Memorandum and order, League of Women Voters of Massachusetts v. Trump, No. 1:26-cv-11549-IT (D. Mass.)
Two weeks after the judge ordered the Postal Service to stop, she found it had not:
[D]espite the Defendants' protestations that '[t]he United States takes its obligation to comply with court orders very seriously,' the court finds that Defendants violated the preliminary injunction in this case.
ActionUnited States Postal Service, Independent establishment of the executive branchFinal rule, Ballot Mail for Federal Elections, 91 Fed. Reg. 54966 (Aug. 26, 2026)
From the Postal Service's final rule, on the day it was published:
Given injunctions currently in place in State of California v. Trump, No. 26-cv-11581 (D. Mass. June 25, 2026), and League of Women Voters of Massachusetts v. Trump, No. 26-cv-11549 (D. Mass. Aug. 11, 2026), the Postal Service will not take actions to implement the rule specifically for the 2026 election unless and until the government obtains relief from those injunctions.
RulingU.S. District Court for the District of Massachusetts, Federal district court (Judge Indira Talwani)Memorandum and order granting in part plaintiffs' motions for a temporary restraining order, League of Women Voters of Massachusetts v. Trump, No. 1:26-cv-11549-IT, and State of California v. United States Postal Service, No. 1:26-cv-13917-IT (D. Mass.)
Three days after the Supreme Court lifted her June order, the judge barred the Postal Service from enforcing its finished rule:
The record continues to lack any evidence regarding fraudulent absentee or mail-in voting. ... In any event, the USPS's interest in correcting an unsubstantiated problem through likely unconstitutional means is dwarfed by the overwhelming risk of pervasive disenfranchisement of citizens who need access to mail ballots in order to vote.
RulingU.S. District Court for the District of Massachusetts, Federal district court (Judge Indira Talwani)Order denying a stay pending appeal, League of Women Voters of Massachusetts v. Trump, No. 1:26-cv-11549-IT (D. Mass.)
Asked to pause her own order while the government appealed it, the judge refused:
A Final Rule has now [been] issued and, contrary to Defendants' cynical interpretation, the Supreme Court has not endorsed the view that any challenge to the Final Rule is now too late.
ActionUnited States Postal Service, Independent establishment of the executive branchNotice, Privacy Act of 1974; System of Records, 91 Fed. Reg. 56368 (Sept. 1, 2026)
With a court order barring the Postal Service from making states use its new ballot portal, the agency switched on the records system behind that portal:
The Postal Service published its response to comments on System of Records USPS 820.225, Federal Ballot Mail, stating that "the SOR is effective with this publication," the step the final rule had said would make the Federal Ballot Mail Portal active.
